Cell Border just Top Left and Right

Hi All,

I want to add a border to one cell that is just the top left and right sides. What would the coding be for that?

Hi,

I wanted my white cell to butt right up against or maybe one space below the text of the rusty colored cell. Is this a padding issue? Or am I missing something more?
