in Flash, when creating a button you have 4 frames, this helps creating a move-over effect.

in the tutorial I think there is an explanation on buttons. The tutorial is under "help"

to make a button, write some text, or make a square or whatever, then select it and press f8, select button, and hit ok. then double click the button you just made, and edit
