My photoshop flood fill doesn't work. when I click it, it either makes the picture black and white, or comes out pixel by pixel so the only way i can make the whole picture one color is if i do it by each pixel. any idea what's wrong with it? it's driving me nuts!

The photoshop flood fill works by pixel-by-pixel. When it fills completely black or white is when you have it on a blank layer above the layer you want to work with.
One way of covering more area with it is:
Select the bucket tool, then with the option window change the tolerance (scale of 0-100) 0 makes it cover less, and 100 makes it cover more. I myselft, don't use the bucket tool, I usually select the area I want the background taken out of (or put on) with the marquee and fill it by going to EDIT>>FILL
