there are tons of free premade-layout sites, if that's what your looking for. most just require that you keep a link to their site somewhere on the layout. some good linkware layout sites are:
daydream graphics (http://daydreamgraphics.com)
layout land (http://layoutland.net)
charm bracelet designs (http://charm-bracelet.org)

if you are looking for someone to make an entire site type thing for you, you'll probably have to pay somehow. if that's what you want, try magdeline (http://magdeline.com/). charm bracelet also has some commercial designs.
