Can some one tell me if I can use Paint Shop Pro 8.0 to make blinkies? And how do you do that image from light to dark thingy? You know when a image is light but when you put your cursor over it you see it in it's natural way? Thanx!

For the image thing; There are multiple ways to do it but I only know one. :p Using a JavaScript rollover (http://hotwired.lycos.com/webmonkey/html/96/49/index2a.html) you should be able to achieve the effect desired.
