Hi everyone

I have a picture of a map(2 dimensional) I have seen an
effect that when the cursor is placed over a link on an the name of a county/city that area in the
map it is raised up - only at that point while the remainder
of the area stays flat.
Is this an easy effect to create and how is it carried out????
