I can't think of any off the top of my head besides paint and it's not the best program their is. Most of the free ones don't do a very good job.

you could try The GIMP, or PhotoPlus.

try searching the forum.

The GIMP (GNU Image Manipulation Program) is designed to be an Open Source replacement for Adobe PhotoShop. it was originally written for Linux, and is usually included in all the major distributions. It was later ported to Windows, and is now available for free for both operating systems, although the Windows one is slightly buggy.

I've never used PSP, but I believe PhotoPlus is most similar to PSP.

On the main website, Lissa suggested something. I'm looking through her pages. PhotoPlus 5.5 is what she suggested.

I didn't download it because it asked too much info, but I might download it soon.

well if you have some money just go buy photoshop, if you dont have 500bucks then just go to a college or something and you can usually get a student discount (if your a student) for about 250 bucks instead....depends where you go and how nice the school is...I got photoshop 7.0, and it was worth $270.99, you can make almost anything, make it from scratch or get pictures and make make new picture, also it comes with adobe imageready, so....your basically getting 2 programs, imageready by the way is like photoshop, just not as many tools, and i think its mainly used for web.....at least thats what my digital imaging teacher tells me...
