this is how to make TV-like scanlines in PS:
1. open the image you would like to add the scanlines to.
2. create a new image (rgb, background white) with the height of 2 pixels with the width of the image you are applying scanlines to. let's call it 'scanline'.(to find the height/width, just click Image >> Image Size.)
3. select any foreground color you want. preferrably black. on your scanline image, color the top pixels of the image with the color you've selected. you may wanna zoom in. after you've finished that, go to Edit >> Define Pattern.
4. now, select your main image (the one you are adding scanlines to) and go to Edit >> Fill. then select 'Pattern'. if you are using PS5, the pattern wil automatically be the one you defined. if you're using PS7 or higher, you can just select the one entitled 'scanline'.
5. You will hopefully see a bunch of lines going across your image. :D on the layer's menu, select your main image. then select Overlay from the menu above the layers. (sorry, i'm new at this) and you should see your scanlines! if you had any problems with this tutorial, i would suggest [no urls allowed in this forum] instead of me
