it's an animated gif. you'll need a program that can create animations, such as Animation Shop (which is included with Paint Shop Pro), or even Serif Free PhotoPlus.

If you're on a Mac (probably not, since most users are suggesting microsoft programs) then ImageReady is awesome for animating images.
