1. First off start make a new document around 400x400 depending on what you wish to use.

2. Next step go to Filter > Render > Clouds And then Filter > Blur > Radial Blur and put 40/spin/ good in the box.

3. Now go to Filter > Sketch > Bas Relief and put 13/10/bottom then Filter > Sketch > Chrome and put 5/2.

4. Lastly is to add a blue colour, go to Image > Adjust > Hue/Saturation and tick Colorize and put 212/90/0.
