1. First off start make a new document around 400x400 depending on what you wish to use.
2. Next step go to Filter > Texture > Grain And put 100/100 and Vertical.
3. Now go to Filter > Artistic > Neon Glow and put 5/15 and select green as the colour.
4. Lastly go to Filter > Stylize > Glowing Edges and put 1/8/1 and that's all, you've done.
