Not exactly sure, but to make a site like neopets you probably have to upload some virtual pet graphics and make a login thing, I don't know, is that what your asking?

1. You never distinctively asked a question, and by the looks of what I can see it appears it should not be in the HTML Help forum.

2. Hellloooo???? It is called a forum, not a chatroom. People cannot respond instantly, and you will need to refresh the page to see their responses or come back later.

3. Read the rules and you wouldn't of made those little mistakes. :)

I don't know how to do the money thing, but for a login/signup thing go to authpro.com (http://www.authpro.com), it's totally free and hosted by them, you don't have to do anything but sign up. :)

i'd say to make one of those sites you'd need extensive knowledge of PHP, Java, Javascript and programming languages like those

Yes, they do have ads, if it's free, if you dont mind paying I think you can get it adless. ;)
