So I've recently made a layout in photoshop. I plan on cutting off the first part of the picture and adding it as an image in the html. With the bottom half, I will be using that as a background so that as far down as the page continues, the lines for the content and navigation and the such, will continue.

only I plan on it being a bit bigger.
The problem is, I don't like using div layers, because I have a problem with different resolutions making the div layers go off center of where they should be on the page. If you know how to fix that problem, that would be awesome.
But I'm also considering tables. I read the tutorial on tables here on the site, but I'm still not sure of how to make the tables position on the exact place I want on the page. If I could figure out how to position tables where I please, that would be nice. But once again, if you can help me with my div layers problem, that too would be helpful.
Please, any help would be appreciated.

Along with this question, I have posted a link to a picture of my layout along with a quick paint edit to show where I'm talking about.
I want two different tables positioned on two different spots on my layout. I won't be putting them over the image, so don't worry about that part. I have that figured out. I just need to know how to position the tables specifically into two different spots. Should I put tables within a larger table? and if so...how?
