theyre are all about iframes, because as far as i know, you really cant do that with regular frames. you can put an iframe on a div layer, or add the transparency to it because its an element on the page, whereas frames target different pages, and arent just 'on' the first one.
however, you may be able to do something with dhtml.
id try a google search for something like 'dhtml transparent scrollbars'

do you want just the track?
or the entire thing?
do you want partial transparency, or complete?

http://www.fakin-it.com/tutorials/tuts/scrollbars.shtml

allowtransparency="true" style="filter:chroma(color=#FF0000)"

or you can add this.. while using css scrollbar codes, set the part you want to be transparent a certain colour, and put that hex code into this code

I was hoping for it all to be partly transparent but a little might do if i cant find anything to do with making it all transparent.

Um...I consider myself an amatuer since I've only been doing this stuff for about 6 months, but I don't think its possible for you to make the scroll bar totall transparent, can you?

(I don't mean making all the colors on it black in front of a black bkg)

You could try setting the face color to transparent in your css code... I think I saw it once. But it probably only works in IE, and quite possibly only newer versions.

I've been looking for a Transparent Scrollbar tutorial as well, and finally found one. That tutorial on fakin-it.com is pretty cool, but this one suits my needs more:

http://www.jennyspage.net/transscroll.html

It makes the scrollbar of your IFrame transparent. It's much simpler, in my opinion.

I tried airglo_s link to that site and I put the codes and stuff on my page. Yet it didn't work. Could someone help me out with what I did wrong. Here is the codes...

For iframe:
<iframe FRAMEBORDER="0" BORDER=0 width=125px height=400px src="http://www.freewebs.com/keekers/links.htm" name="links" style="position:absolute; left:8px; top:180px" scrolling=auto ALLOWTRANSPARENCY="true" style="FILTER: chroma color="40FF40"></iframe>

For scroll bar:
<STYLE type="text/css">

<!--body {
scrollbar-3dlight-color: #40FF40;
scrollbar-arrow-color: #000000;
scrollbar-base-color: #40FF40;
scrollbar-darkshadow-color: #40FF40;
scrollbar-face-color: #FFFFFF;
scrollbar-highlight-color: #40FF40;
scrollbar-shadow-color: #40FF40;
scrollbar-track-color: #40FF40;
}
-->
</STYLE>

transparent iframes and scrollbars (and any other 'fancy' stuff you do to scrollbars) can only be seen by browsers from IE version 5.5 and above.

that's why i don't prefer those codes :)

Pah, you beat me to it. I noticed after I formatted my computer since it is now an older version. Anyone know where I can update IE?
