It's safe to assume that the disabling of the ads displayed by free web hosts is against their terms and conditions. The ad revenue is what allows them to continue providing their services. Also, remember that these providers are under contract with their advertisers and if they in any way condoned the hiding or removal of ads for which its clients pay to be seen, then they would be in breech of contract, resulting in the loss of clients or even litigation.
