I am making a graphic for my website and I am following a tutorial that says

"Fill with medium gray (brightness 128)"

How do I fill the selected area with medium gray with a brightness of 128?

Medium (or 50%) grey is the shade of grey that falls in the middle of black and white. It has 0% saturation, being grey, and 50% brightness. These are values you can set in the colour picker and the fields are labelled as "S" and "B", respectively. You can also set the individual red, green, and blue values (RGB), which, being set out of 256, would be 128, 128, and 128 at 50% brightness. The corresponding HTML colour code is #808080 since 80 (hexadecimal) = 128 (decimal).

You can fill a selected area with the paint bucket tool, or by pressing Shift + Backspace to bring up the fill dialog. I think the menu item for the fill dialog is under the Edit menu, but I don't remember offhand. You can also select a predefined 50% grey from the colour options of the fill dialog.
