The best way of making a thumbnail is resizing the image in a program like Photoshop or GIMP, and then making it a link to a page with the full sized image.

Example:

<a href="pagewithfullsizedimage.html" target="_blank"><img src="thumbnail.jpg" /></a>

You could also look into using a pop up window, (http://www.lissaexplains.com/javascript4.shtml#window) instead of just a new, full-sized browser window. :)
