Currently, you cannot control the size of background images outside of resizing them in an image editor. The CSS3 working draft supports the ability to size and stretch background images (http://www.w3.org/TR/css3-background/#the-background-size), but it is a long way off from being implmented. For now, you'll have to make due without it.
