I use Adobe Photoshop 7 and I really want to know how to outline the celeb without the actual background. I've tried doing it on my own but I guess I need to turn to the experts. I'd really appreciate the help.

I'm not sure I quite understand your question, but if you want to outline, just use Edit->Stroke.

I want to outline the celebs picture without the background of the picture. I'm really bad at cutting it out by hand. And then actually outlining it in the flowy way. Something like this:
