I have paint shop pro 9 and am trying to figure out how fill iy with color. I have created a Vector Background image also

any 1 know?

you cant fill a vector image till it is promoted to a raster layer.
Layers>Promote to raster layer.
There are two ways to fill it.

1. Then with your magic wand, click on the vectors black area.
Then with the fill tool, fill it with the color, gradient or pattern you selected in the materials palette.

2. another way is to use the sculpture effect instead of the fill tool.
Effects>Texture Effects>Sculpture.
play with the settings.
