I need software wich I can install onto my domain name where members can register an account and post & upload stories, pictures and video clips.
I don’t want to use a normal forum where members can only post links to it. I want them to be able to upload it.

Have you tried one of the PHP freeware sites? e.g. Sourceforge.net.
You may have to pay for something like this - it all depends how much you want to pay. I have just set up a local history site www.merseylives.co.uk. It doesn't look too glitzy, but the PHP/MySQL I spec'ed and had somebody write for me. It didn't cost that much - but I knew who to ask. You might get it for less than $200. (yes, two hundred dollars)
