It depends how you want the blog really. There are programs you can download like Greymatter, Movable Type, b2, and Blogger that can all be on your site. You can dcide witch one you want to FTP to your site - they all have instructions and guidelines to help you.
And if you want one separately from your site LiveJournal.com is one place.
It's easiest to just pick a program and go from there.
