The background is a box with a circle and made into a repeated pattern.. You probably can find the green texture in a filter effect.

As far as the edges go, the only thing I can think of to search for would be "grunge borders" or something along those lines.

However, if you remember the site where you found that image, you could always ask the person who maintains that site or made the image how they did it.

I would try searching google or something for a grudge brush. What program do you use?
