Do you need it to make layouts?

Mostly yes. I have seen pure table layouts with no CSS but there is no real "fun, jazz" with them. CSS can be used for iframe, div and even table layouts. There is so much that CSS can be do for layouts.

you dont necessarily NEED it to make layouts, but it sure does help a lot. it allows you to be more creative with placements and stylings.
