and i was wondering how you do that cartoonish effect on the horse? i think it maybe called 'vectoring' but am not sure. i use psp9 but if u know for any other programmes please say =)

Yes, it is called vectoring. However, I can't find a tutorial of creating a vector from a picture [which is probably what the person who made that did], but here is a tutorial on creating a basic vector: http://www.silkenthread.net/tutorials/html/airbrushed-rose/airbrushed-rose.htm

In my experience, vector graphics take a lot of time and patience and are easily frustrating to do.

If that doesn't help, you can always do a google search and see what turns up.

this won't give you exactly the same effect, but if you are looking for something quick and somewhat similar, under photoshop's artistic filters, try cutout.
