ok i have created a banner, but when i put it on my site the white from the document page shows up. if you don't get that i'll try and explain better.

bmp document->uploaded to net-> open picture page-> put on site-> shows picture and bmp white space then below rest of site-> how do i change that so it doesn't happen?

Let's see the banner. You meant .bmp right?

I'm an idiot, so ignore me if I'm wrong... but do you mean 'white stuff' as in the stuff that's supposed to be transparent? If so then you have to save/convert/whatever the file to .gif because (I think) .gif only supports transparency... but I'm probably wrong and am confused.

I don't think he means the transparency. What you have to do is

1) Select the actual image -not the white bits
2)Copy your selection
3)Clear the image
4)Make the blank white image smaller. You can do that with your cursor. It's pretty much like adjusting the site of windows. You need to resize it to 468 X 80 or whatever the size of the actual banner is(you can see the dimensions in the bottom of the MSPaint window ;) )
5)Paste your selection to the proper, resized blank canvas and save it. Now, you should save it in .jpg/.jpeg format. When you click save as there is a drop down manu from where you can choose the format of your image.

Hope this helps :)
