The above page has a text area that when fully loaded looks as though it is over the background image and on a see through thingy so you can see the background behind the text as it scrolls, but clearly see the text because of the slight mistyness behind the text. Sorry I don't know what to call it.

How can I do this?

The faded area is created by adjusting the opacity of the area in a graphics program.
Since that page is made using frames (http://www.lissaexplains.com/frames.shtml), that faded area has been set as the background of the page in that particular frame.

If it's frames, does that mean that the background on the text page that stays still is a cut out from the larger backgroud with an opacity over it? Or is it that the frame with the text page has a see through background and it is over another page? Can that be done?
