There are lots of tutorials here: http://www.pixelfx.org that I use. However I don't know if what you are looking for is there. I tried looking for it but I don't know what that kind of an effect is called. Each tutorial has sample images that might help you locate it.

Just create a new image in which the length is much more than the width (if you're creating a vertical strip) and paste the desired image onto it, moving it so only the part you want is visible.
