How can i get this effects? Even though its a picture.. but i want to get a photo like that picture. Thanx if anyone could help!! =) xxx

Open your picture >> copy it >> use blur >> paste it as a new layer >> set it to soft light. Then merge the layers and save your picture. There are many other ways too. :)
