I saw a gallery (gallery owned by taryth ,on Neopets) today that has a glitter border around each item (around the edges of the item itself) in it and would really love to put the same around mine. Can someone that is abit smarter than me please tell me how to do it?

The glitter border was most likely made with an animation program such as Animation Shop.
