Cut an oval shape from a picture using paint shop pro9?

Choose the Selection tool. In the Selection toolbar, make sure your "Selection type" is "Ellipse." There you go.

The Selection tool is the fifth tool from the top on the Tools toolbar. In the Option bar, just above the Tools toolbar, there should be a dropdown menu called "Selection Type". The Ellipse option should be in it.

To make a perfect circle, hold the Shift key down while selecting with the Selection tool set to Ellipse. Once you've selected, select the Pan tool (it's a white hand at the top of the Toolbar) and right-click on your selection. Choose Copy from the menu, then go to the image you want to paste the circular selection on and right-click again. This time, choose Paste from the menu.
