Is it possible to set backgrounds that are permanent, and don't refresh with the rest of the content in it? I mean something like, while your browsing around someone's site, you access all the different links, but the background is not affected, only the words and pictures and main content. Thanks in advance.
Do you mean frames (http://www.lissaexplains.com/frames.shtml)? If you scroll down that page, there's an example of what frames can look like....

sorry for the late reply :/
To rephrase my question a little better, I'm wondering if it's possible to have a site with layers. Like, the bottom layer would be your background, and the top layer would be the images and text. So, when people browse the site, they are on the top layer, and the background will not change, so it can be easy to make multiple designed backgrounds, and people can choose what they want the site to look like while they're browsing.
I don't think I've seen this on any site before, but I'm just wondering if it's even possible to have something like this.
