I was wondering if I wanted to my only SOME parts of my page css.. will that work?? or do I have to make my entire website page a cascading style sheet? i hope you understand what I mean.. PLEASE HELP!!!

CSS is basically assigning certain properties to different elements on your webpage...the elements you want to assign these properties to are totally up to you. If you only want to change the color of your scrollbars than all you put in your CSS is the scrollbar colors and leave it at that. If you want more than you can add more! CSS only applies itself to parts of your webpage that you choose to put into the tag!
