Which blogging tool (that can be uploaded to a personal site, so no LJ/Xanga please) would you say is the best, and why?
If you feel like it, compare it to other blogging software and explain why it's better

Moveable Type:

+
- Nice Interface.
- Ability to have multiple blogs under one installation.
- URL Permalinks.

- Caching is terrible.

Wordpress:
+
- Themes.
- Permalinks.
- Nice Interface.
- Lots and lots of plugins and extensions.

- Relys too much on MySQL databases.

I prefer the former on groupblogs because of the flexibility, but I prefer Wordpress for personal use.

Wordpress gets my vote as well.

Another for Wordpress...ironic that I don't use it. But i installed it for my sis and it's excellent.

do i have to know php in order to personalize wordpress? if yes, how much?

Wordpress uses the normal round smilies, but you can customize your own smilies if you want to. And, yes, that site uses Wordpress.
PHP knowledge is optional. If you plan to make or customize your own themes, then you ought to know a bit of PHP. There are some good tutorials out there that teaches you how to make themes with minimum PHP knowledge. I can provide the links if you care to know. So it's up to you really.
Lastly, I'll vouch for Wordpress. I just started using it, and I must say that it's really good. But I may be biased, since I've never tried other blogging softwares except for Blogger, but that's different.

i have tried wordpress and blogger and personally i prefer blogger...u have more freedom in my opinion and you can customize it to ure hearts extent! the only thing i dnt like about it, is the fact u dnt have smilies! i want them!!! but i dnt kno how and secondly it dsnt have as many addons as wordpress....but i dunno.... this is my blog, its made with blogger...
