I know photoshop, but I kinda sorta don't have 500 dollars ... >.<. Umm free trial of it? Or is there another problem. (I tried a free version, but i couldn't install it)

The GIMP (http://www.gimp.org) is a reasonably powerful image editor and is free to boot.

^What she said. Use GIMP and I love it. Version 1.2 wasn't very good, but they've fixed a LOT of bugs since then. :) It'll do pretty much everything Photoshop will do, especially if you're just going to edit photos.

a free program for very basic image editing that is available is Picasa from google, you can find it here: http://picasa.google.com/

I've used Paint .NET (http://www.eecs.wsu.edu/paint.net/), and it's a wonderful program. It has a lot of features, and the layout is pretty user-friendly.
