I heard alot of person say they beed a better/faster connection inorder to download something faster or load somethign faster. How can we do that? Is it like we have to buy some kind of sofeware to update the computer or something?
it could be a matter of a better modem if they are on dial-up connection.
or it could be upgrading to a cable or DSL connection that is about 100 times faster than dial-up.
both of which are new hardware and software.
whatever route is taken, there is usually a "minimal requirements" list to adhere to. most new or upgraded computers are more than capable.

it depends on your ISP
as a sample, Time Warner cable charges $44.95/month I believe, and Verizon charges $44.95 or $49.99 (I think) for DSL. but it's certainly in the $40-$50 range, in US dollars

yes.
however, not everyone can get DSL, because you have to be within a certain distance of your phone company's nearest facility. and if you don't have cable, usually the cost is higher to get cable Internet access without being a cable subscriber.
