Make sure if you download gimp, though, you use the url

http://gimp.org/win32

The other url only has download links for linux/unix

I know a good free graphic program! It's called 20/20 http://hotfreeware.com/2020/download.htm

It works for me, just do your graphics on paint and then you can mess w/ them. You can make graphics transparent 'n' stuff.

I haven't really explored the whole thing yet but it works for me.:)

Get: www.vicman.net/vcwphoto it has great filters and including, you can download and import plugins from Photoshop filters. (*.8bf) that's the extension for photoshop.

Go to google.com and type in the key words "freeware" "plugins" "photoshop"

The GIMP is the best, as it is GNU GNC Open Source and highly supported. Make sure you get the patches too, which are available on the website. If you don't, the program will crash - a lot.
