You can't code a forum, search google for a remotly hosted free one. :)

There are a bunch of good free scripts and also custom forum-hosts, but you will have popups in most of the cases.
Can you use PHP and MySQL on you webspace?
If not, you have to create a forum on a site like www.bravenet.com and link to it from your site.

I use PHPBB (phpBB.com) it's easy to install, free, no ads, and works great! You need PHP and MySQL and a database though. If you pay for web hosting you probably have those.
