You can make such things with photoshop. Learn photoshop first.
Study and prctice the following options in photoshop.

(1) From blending options:
(a) Bevel and emboss. (b) Drop shadow and other options.
(2) You must know How to increase and decrease transperence of images from layers.
(3) You must practice the blur options from Filters.
(4) Practice how to use different brushes.

I strongly suggest photshop for above referred images. Learn learn learn.
