My friends site material has been blatently stolen and put on a site she was affiliated with! She is furious and I'm enquiring on her behalf to ask if theres a site which you can sign up with in a similar way to a fanlisting or clique and that tells people that your site is protected when you place a button on your site and if they try and steal it the webmaster/mistress of this site will e-mail the offender and stick up for you basically! Is there a site like that?

Gosh, that's awful. I can't believe one of her affiliates would do that... This is a clique, kind of, where you sign up for a custom copyright button and can learn stuff about copyrighting: http://www.parthenis.gr/copyrightbutton/. I'm not sure if that's what you're looking for, but I hope it helps.
