Hi,

I don't know whether I have posted this question to the right place. If it should go somewhere else, please move it, mods!

I am looking to create a web radio station. (i.e. I save sound files which make up the shows and then upload them for people to listen.) I have 2 questions:

1: What is the best piece of FREE software for mixing different inputs (mics, CDs etc) and where do I find it?

and

2: Can I legally play CDs as part of the shows without needing any permission? (i.e. can I play a track from the latest chart CD as part of the show legally without having to ask permission from the person who created the CD?)

basically, no. you don't have to get permission from the artists themselves, per se, but you would have to pay royalty fees. I believe the way it works is that you would have to pay a certain amount per full or partial minute of the song, based on the number of listeners- and I believe that can get expensive. that's why when those rules changed (I think before it wasn't based on the number of listeners, but on how much it was played, like normal radio), many radio stations that had webcasts shut them down, because it would have cost too much to keep them operating.
