Most people prefer the GIMP, but I'd go with Pixia myself. You can download both of those programs and many more here (http://www.freebyte.com/graphicprograms/#editors).

For a paid program, I would recommend Adobe Photoshop.
And though I haven't tried it, I've heard good things about GIMP. So I guess you can use that too. :p
Also there's a thread on free graphic programs, in case you haven't looked:

I've not used it, but I've heard good things about this one

i tried to install the GIMP origionally but i wouldnt work so i use Serif PhotoPlus 6.0 which can be downloaded for free at the serif website. You can animate and use transparency, as well as layers and masks. It also comes with a REALLY big handbook which helped me with stuff. It saves the files .spp which is not available online but you can easily export it to .gif or .jpg or whatever. They have special tools for image slicing and image mapping which my come in useful. Good luck ;)

personally i use macromedia fireworks and i am very pleased with the results - this program isn't free though you can download a trial { i believe it is for a month } . Most of the graphic programs out there these days are very efficient though1 Good Luck with whatever you chose!
