Basically I want something that is standing still to have the effect that makes it look like it is moving can anyone help? I am using psp x or psp 9 ( I want to learn this on psp x pref but its cool if not)

In photoshop theres a filter you can use called 'motion blur' which gives the appearence of movement.

I don't use psp that much so I'm not sure if it has this, though.
