How do you make a game??? Can someone tell me PLEASE??

Download a trial version of Flash at www.macromedia.com
If you like Flash, you will need to purchase it once the trial runs out.
It takes a while to learn Flash, the bit you need for making games is called actionscripting, but if you get the hang of it, it's a lot of fun to work with.

I'm not allowed to download.

You cant make a flash game then, you need the program to do it.
