I wonder if anyone knows how to make this (http://img54.imageshack.us/img54/7388/sniffleswallpaper217yt.jpg) effect? I tried (in PSP 9) Effects >> Illumination Effects >> Sunburst but it looked very strange. Is it possible to make this effect in PS?

I don't know if your program does this, but try going to filter>>Pinch/Punch
and punch it up all the way. That might do it.

Maybe if you tried going to your blur filters, theremight be something-
Like when you motion blur something and it looks like this:

There might be a similar affect, but that'll go spherical instead of just to the side.
