Ok, so first of all I use Gimp.
And I'd like to know how to do this if anyone can tell me.
Even if you don't use Gimp please tell me how you
do it in your program. I might be able to use that info to
figure out how to it Gimp, since methods tend to be similar.

Well, I use PSP, but I'm sure they duplicated the image, used motion blur and set the layer to screen. Then added some sparkles or was it a brush? And probably set them to hard light.
