Okay is there anyway on PSP7 to make the lines like through the pictures like in these:

The second one looks like "scan lines". You could create an image with lines, place it as a new layer over the image you want to have the effect, and play with the blending modes (normal, screen, burn, etc). You can do a search for "scan lines" or "tv lines" for a tutorial on how to do those.
