Ok I have no idea what Perl is and I need to use I get CGI and all that good stuff but, can someone please explain it to me? :(

try reading through http://www.perl.com to start- particularly the FAQs

perl is a programming language. you can use telnet to tell you where is your perl path. just type in 'where is perl' in telnet.
