Hi.. New to the forum here, don't kill me XD!

I was wondering how to edit an image ... yeah a color effect like this http://img399.imageshack.us/img399/8496/hi2wm.png , I'm familiar with colorze but not like that o.o hmm.. if it's not possible to do in PSP7 I have photoshop.

well, i know one thing he/she used, that block effect xD
here's a quick instruction:
open image
duplicate layer
(on the 2nd layer) go to filter >> pixelate >> mosiac >> choose cell size
(DONT PANIC, it's suppose to be like that xD )
then edit the opacities and fill opacities untill you get the result you want ^^
