i want to download it, or something similar to it.

You already have the means of making it.

- make a new layer
- filter>render>clouds
- filter>pixelize>mosaic
- filter>stylize>glowing edges
- lower the opacity and change the blending mode on the layer to Overlay

Just play around with different setting to get the result you want :)
